Norbeck Manor Garden Club is dedicated to fostering a love for horticulture and gardening within our community. A member of the National Capital Area Garden Clubs and the National Garden Club, we strive to share information on gardening and the environment.

Article I – Name
The name of this organization shall be Norbeck Manor Garden Club.
Article II – Objectives
The objectives of this club shall be:
To further the appreciation and knowledge of gardening and to advocate sound environmental stewardship.
To encourage and support the interests and garden activities of the members.
To enhance a closer relationship of mutual helpfulness and education.
To support programs relating to community beautification.
To support to the best of the Club’s ability the purposes and programs of the National Capital Area Garden Clubs (NCAGC).
Article III – Membership
Section I. Membership shall consist of active members. The membership shall be limited to fifty. Membership is open to all regardless of gender, age, race, ethnicity or religious affiliation.
Section II. An active member must pay dues, attend at least 5 regular meetings or have requested a Leave of Absence due to personal hardship.
Section III. Resignation from Membership. Member may resign by written notice to the President or by not paying dues during the renewal period from May to September.
Section IV. Dues. The amount of annual dues shall be recommended by the Executive Board and approved by the Membership. Annual dues are payable in the period from May to September.
Article IV Officers
Officers of this club shall be:
Section I President – the president shall be an active member who presides at all meetings; shall appoint all committees; shall be ex-officio member of all committees except nominating.
Section II Vice-president – serves as the Program Chair for meetings & trips; additionally, vice-president shall perform duties of the absent president.
Section III Secretary – the secretary shall keep minutes of each meeting and keep a roster of meeting attendees.
Section IV Treasurer – the treasurer shall receive and disburse funds including contract for rental facility; shall keep an account of all monies and report to membership on a regular basis. Submits IRS documents as required and on May 1st to National Capital Area Garden Clubs (NCAGC), the stipulated dues of all active members and their contact information.
Section V District IV Delegate – the delegate will represent the Club at meetings of the National Capital Area Garden Clubs, District IV.
Section VI Hospitality – the chair will coordinate the activities of hostesses for each of the meetings in which a buffet luncheon is served; maintain supplies for coffee/beverages and arrange for their setup at meetings.
Section VII Raffle Prizes – the chair will coordinate with members assigned to provide a raffle prize for meetings. Act as greeters to members/guests at meetings. Collection of monies, dispersal of tickets and distribution of name tags are specific duties.
Section VIII Ways & Means – Principal responsibility is the coordination of the annual Plant Sale for members and guests held in conjunction with the Annual May Fundraiser and to form committees to fulfill goals of the fundraiser.
Section IX Telephone – the chair will engage a committee to provide phone calls to members prior to meetings.
Section X Nominations – the chair will be appointed by the president; chair will engage two or more members.
Section XI Term of office is two years and not more than two consecutive terms in the same office. Installation occurs at the annual May fundraiser.
Article V - Meetings
Section I Regular meetings shall be the third Thursday morning of the month or an alternate date set at the discretion of the Program Chair. No meetings are scheduled for June, July and August.
Section II Special meetings may be called by the president.
Article VI Executive Board
Section I The executive board shall consist of the president, vice-president, secretary, treasurer and immediate past president.
Article VII Standing Committees
Standing Committees may be created or discharged to meet the requirements of the Club and are appointed by the president. The Standing Committees shall be: Corresponding Secretary, Strathmore Decorations, Annual Fundraiser.
Article VIII Election of Officers
Section I. Nominations Committee commences work to prepare a slate of candidates in January. Only members consenting to serve if elected will be nominated.
Section II A slate shall be presented in March. If there is only one nomination for each office, election will be by show of hands following presentation.
Article IX Parliamentary Authority
Robert’s Rules of Order Newly Revised will govern the proceedings in all cases to which they are applicable and in which they are not inconsistent with these bylaws.
Article X Amendments
These by-laws may be amended at any regular meeting of the Club by a two-thirds vote of the active membership present, provided that the proposed amendment shall have been read at the previous meeting or that the membership has been notified in writing one week prior to the meeting.
